General Assembly Update

The General Assembly has now passed the half way point. The overwhelming focus continues to be the budget and the $4 billion revenue shortfall. The Governor has now come out with his recommended cuts for the budget. Out of more than a dozen transportation funding bills, only one appears to have some hope of passage. The Senate Finance committee is considering a version of Senator Hanger’s bill that would make annual adjustments in the fuel tax based on changes in fuel efficiency of cars and trucks in Virginia. All admit that this is not a significant amount of new money for transportation, but it appears to be the only concept that has a chance in the House.
